Role: Principal Business Analyst
Location: Oldham (Hybrid)
Salary: £78,000
The role
Proud to be partnered with a multi-award winning Housing Association who is now looking got a Principal BA to to lead and continuously develop the Business Analysis function, ensuring high-quality, consistent and user-focused analysis that supports organisational priorities and service improvement. The role will foster strong collaboration across operational, digital and corporate teams to enable effective, evidence-based decision making and successful delivery of change initiatives.
Key Responsibilities
- Provide strategic leadership to the Business Analysis function, embedding best practice in requirements management, service design and process improvement.
- Work collaboratively with service leads, digital teams and stakeholders to understand business needs and translate them into clear, deliverable requirements.
- Lead early-stage scoping, options appraisal and development of business cases to inform investment decisions and ensure value for money.
- Develop and maintain enterprise-wide process architecture and documentation standards to support transparency, consistency and continuous improvement.
- Champion structured approaches to change, ensuring alignment with organisational strategy and transformation priorities.
- Provide professional leadership, coaching and quality assurance to Business Analysts across the portfolio.
- Promote a culture of learning, continuous improvement and knowledge sharing.
- Ensure effective resource planning and stewardship of public funds.
- Stay informed of evolving best practice in business analysis, digital delivery and public service transformation.

Essential:
- Significant experience in a senior Business Analysis leadership role.
- Proven ability to shape and deliver complex change programmes within structured governance environments.
- Strong experience in business case development, options appraisal and benefits realisation.
- Experience working across multidisciplinary teams in Agile and/or traditional delivery models.
- Excellent stakeholder engagement, facilitation and influencing skills.
- Strong analytical, written and presentation skills.
- Degree-level education (or equivalent experience) and relevant professional Business Analysis qualification.
Desirable:
- Experience within public sector or regulated environments.
- Experience supporting digital transformation or cloud adoption initiatives.
- Accreditation in process improvement methodologies (e.g. Lean) or enterprise architecture frameworks.
Leadership & Accountability
- Accountable for the effective delivery and continuous development of the Business Analysis function.
- Responsible for medium-term planning, performance management and professional standards within the discipline.
- Operates with a high degree of autonomy within agreed strategic direction.
- Builds effective internal and external partnerships to support organisational priorities.
