Compliance Officer – Facilities Management
The Opportunity
Yolk Recruitment Public Sector & Not-for-Profit team has partnered with a large public sector organisation to recruit a Compliance Officer (Facilities) to join their team. They are an education organisation based in Swansea with a diverse workforce and inclusive culture.

You will play a key role in working within the Estates department to ensure legal compliance with statutory inspection, periodic testing and management of sites across Swansea.

What the Compliance Officer will be doing
The purpose of the role is to develop, manage and monitor the Colleges systems and procedures for health and safety and environmental statutory inspection and compliance. Identifying legislative requirements and implementing a best practice approach across all campus sites, informing relevant staff as required. They will be responsible for the inspection, testing and management of: :-
Asbestos
Legionella
Local Exhaust Ventilation
Electrical testing
Lifts and lifting equipment
Pressure systems
Boilers and gas safety
Fire safety, including; automatic fire detection systems, smoke control systems, fire doors, portable firefighting equipment, automatic fire doors and shutters
Lightning protection systems
Scaffolding and ladder safety
Automatic doors including disability access and egress
Energy and waste management data including site waste licensing
Measuring and calculating Carbon footprint data and identifying areas of improvement relating to statutory compliance i.e. boilers etc.
Identify best practice approaches and provide legislative updates to the Estates and HS&E manager in relation to statutory inspection and periodic testing
Identify any specific departmental requirements relating to statutory inspection and periodic testing
Work with estates colleagues in striving to continually improve statutory compliance systems and providing effective compliance management support and guidance to College departments
What the successful Compliance Officer will look like :-
NEBOSH National General Certificate in Occupational Health and Safety or willingness to achieve this within 6 months
CIBSE/IMech/IEE or membership of other relevant bodies
An appropriate qualification within the construction industry
Level 2 (GCSE) or equivalent Maths and English qualification
Working knowledge of a range of statutory compliance issues and testing requirements as identified in the Job Description
Knowledge of Fire safety
Experience of excellent records management
Very good understanding of construction and property related statutory compliance requirements / legislation
Proven administration skills, with significant attention to detail and accuracy
Report generation and writing
Good IT skills with experience of Microsoft Office Suite and the use of complex spreadsheets, capable of becoming competent in the use of bespoke databases
Ability to organise your own workload effectively, with the ability to prioritze and progress complex matters in a logical and systematic way
Able to travel across Swansea to 6 different sites to carry out compliance checks and Facilities work.

Salary of between £29998 - £31997 (Appointments will normally be made to the bottom of the salary scale with annual increments on 1st August each year subject to a start date before 1st February)
