Location: Office is based in Cardiff – Anytime Anywhere Flexible Working policy
Job Type: Permanent, Part-Time 3 days per week
The Opportunity
Yolk is a recruiting partner for a large Trade Union and professional body which represents and campaigns for its members, influences policy and practice and represents the interests of its members. Yolk Public Sector & Not-for-Profit are working with them on a campaign to fill a Head of Finance role on a permanent part-time basis. This will be a flexible role in terms of remote/hybrid working.
What the Head of Finance will be doing
You will provide inspirational and innovative leadership to the finance function, demonstrating financial and people excellence and a commitment to continuous change and service improvement.
Overseeing all financial activities you will lead financial planning & analysis, including forecasting, budgeting and cash flow management.
You will be well connected and understand how to successfully influence stakeholders to bring about change in the public sector. You will be adept at influencing and using your skills and knowledge of the finance landscape to support public bodies to transform their practices in a way that endorses the Commissioner’s approach of being practical, straight talking and constructively challenging.
You appreciate the strengths of working collaboratively, building consensus and establishing purposeful relationships locally and nationally. You will be able to engage with practitioners and decision makers in public bodies directly on behalf of the Commissioner.
Core Responsibilities:
- As Accounting Officer, you will ensure we are fully compliant with statutory requirements and that there is strong and effective financial control embedded throughout the organisation
- Monitor and regularly review financial information submitted to the Commissioner and to WG ensuring transparent financial accounting monitoring and review mechanisms are implemented.
- Lead on the delivery of corporate financial management ensuring the efficient, effective stewardship of the circa £1.4 million budget in accordance with value for money principles.
- Walk the talk and keep the Sustainable Development principle and the five ways of working at the heart of everything we do.
- Demonstrate an entrepreneurial approach to identifying and pursuing as appropriate, all additional sources of funding or other resources, and to work closely with external partners to maximise the impact of the way in which budgets are structured, allocated and spent
- Hold a relevant professional finance qualification and membership (ACCA or CIMA)
- Thorough knowledge of financial audit and regulatory risk frameworks within the public sector
- Track record of leading on the development and implementation of effective finance and governance strategies
- Experience of building effective multi-agency strategic partnerships
- Proven track record in management of the day-to-day delivery of budgets, and statutory account preparation
- Experience of delivering sound governance structures that ensure full compliance with statutory duties
